Where is the Budget

The Sangguniang Bayan has been waiting for weeks for the budget proposal of the Executive for Calendar Year 2011. Under the existing guidelines, the budget proposal should have been submitted for approval of the SB on or before October 16 (not October 15 as previously posted) but the Mayor (not the Municipal Budget Officer as previously posted) wrote a letter to the SB stating that the same shall be submitted on October 29. Until now, however, no such budget proposal has been submitted.

If no appropriation ordinance shall be passed within this month, the old budget shall be deemed reenacted until the time that the SB shall pass an appropriation ordinance for 2011.

I will not speculate on what caused the delay of the submission of the budget proposal. What I can say is that the SB will tackle the same immediately upon submission and I hope we can pass the appropriation ordinance after one or two sessions.

  1. hi sir... i appreciate your concern about the budget.. it's certainly refreshing for you to do so... it would be nice if you can check your facts first.. first of all, it was not the budget officer who wrote the letter, it was the mayor... the budget is already prepared but without the signature of the mayor, the budget officer can't submit it to the Sangguniang Bayan prior to that..

  2. My apology. I also missed the date on when the Mayor should submit the executive budget to the SB. The date is October 16 and not October 15. However, the fact still remains that the executive budget has not been submitted until now. I am not blaming the Municipal Budget Officer for the delay coz I know the executive budget was already prepared and under Section 318 of the Local Government Code it is the duty of the Mayor to submit the executive budget to the SB not later than October 16.

  3. Well, the executive budget was finally submitted today. The SB has scheduled a whole-day special session on December 15 to tackle the same. The problem now is we don't have yet the approved Local Development Plan and Annual Investment Plan which are necessary for the approval of the budget. I hope we can have those documents as soon as possible.

  4. hi sir thanks for the clarification.. that's much appreciated... With regards to the LDP and the AIP, i think that's the domain of the municipal devt council and the mayor, i think, directs the council to prepare the development plan... i just based that on what the LGC states as the mayor's functions... i suppose sir there's no hindrance to you asking for updates on the LDP and the AIP to any of the council members, especially the planning officer...

  5. thanks for the advice. the problem is that the MDC was not duly constituted until now. the MPDC Officer already submitted the AIP to the Mayor but no action was taken until now.
